Extraordinary General Meeting Rosie MNVP and Peterborough & Hinchingbrooke MNVP: Friday 23rd Aug 8.30-9.30pm
Active service user representatives and previous MVP/NVP/MNVP Chairs are invited vote on a proposal regarding the future of the MNVPs.
Does the unincorporated organisation Rosie MNVP which runs Rosie MNVP & Peterborough & Hinchingbrooke MNVP vote to join with Voices Together CIC either as a merger or as a consortium bid, allowing previous work, contracts and financial records to be used in the proposed bid to run Cambs & Peterborough MNVP?
The vote can be made BEFORE or DURING an Extraordinary General Meeting of both MNVPs. All voting is anonymous and 1 vote per person.
DEFINITION of an active service user rep:
Attended a meeting in the last 12 months;
OR
Completed a volunteer task (work for the MNVP, not a survey or focus group) in the last 12 months;
OR
Active in the service user Facebook or Whatsapp group for their MNVP.
DEFINITION of a previous MNVP Chair:
Someone who has held, as substantive or interim, a leadership post (lead, chair, deputy chair, treasurer or similar) within Rosie or Peterborough & Hinchingbrooke MVP, NVP or MNVPs at any time after they converted from MSCL to MVPs.
CONTEXT:
Rosie MNVP is an unincorporated organisation which currently administers both Memorandums of Understanding (MoUs) with Cambridgeshire and Peterborough ICB to provide MNVPs for the Rosie and since the AGM in Oct 2023 also for Peterborough and Hinchingbrooke. An unincorporated organisation is a community member-led group, it holds a bank account and it is not a legal entity which can enter into contracts on its own. The MNVP is currently run by membership votes alone.
These Memorandums of Understanding finish 31st October 2024 when the ICB will choose a new supplier to run the MNVPs. This process is happening as a competitive tender process. The Tender document is here: c__p_lmns_mnvp_service_spec_v8_final__3_.docx
It will be up to the new supplier to form a new MNVP (1 MNVP, not 2), to advertise for new leads (1 county lead and 2 engagement leads - 1 per Trust as per the ICB's tender requirement), to convene a group of volunteer service user reps and to complete the work of the MNVP. The current MNVP organisation will cease to exist at this point (bank account closed down, organisation dissolved, paperwork passed to the new supplier).
As I've shared with you before, I (Caroline, current MNVP Lead) have formed a Community Interest Company to try and bid to run the service. Membership of this has been open to all and some of you have chosen to become voting members. There is a Board and it is a not-for-profit organisation. To complete the bid we need to submit references for previous similar work done. Voices Together CIC would like to invite the Rosie MNVP and Peterborough and Hinchingbrooke MNVP to join the CIC - effectively a merger - which would mean we can use the previous good work done as part of the bid to keep doing what we are already doing.
I have asked the ICB if they have any objection, as this is a bit of a murky area due to the MNVPs being previously defined as "working parties of the ICB" and received a response that they have no objections as the MNVP is self-governing. We have a pro bono (free) lawyer who would draw up a merger or consortium document (whichever they advised was most appropriate) if the membership minuted a vote in agreement with the proposal.
